True North Sports and Entertainment headed by Winnipeg Jets owner Mark Chipman are known to have grand and forward-looking concepts.  First Chipman and his group built the MTS Centre, then they pulled off a major coup in 2011 by bringing the Atlanta Thrashers NHL franchise to Winnipeg and we had the Jets back.  Suffice it to say Mark Chipman is adored by hockey fans in Winnipeg.

True North has now tabled a splendiferous proposal to develop the former Carlton Inn site and the parking lot between Hargrave and Carlton streets kitty corner to the MTS Centre into True North Square.  This is a 400 million dollar project. Big time stuff.

Elements of True North Sports & Entertainment’s proposed $400-million downtown development:

Land: Three separate parcels of land. One is 220 Carlton St., the former Carlton Inn site, owned by CentreVenture. The second is a surface-parking lot at 225 Carlton St., owned by Manitoba Public Insurance and optioned to True North partners since 2012. The third is a parcel to the west of St. Mary’s Cathedral.

Structures: Two towers and a public square on 225 Carlton St. One tower on 220 Carlton St. Skywalk connections from Cityplace through 225 Carlton St. and 220 Carlton St. to the RBC Convention Centre.

Amenities: Retail space, housing, a hotel, office space and the public square.

Potential office tenant: True North is one of the bidders to renovate or build a new headquarters for Manitoba Liquor & Lotteries. MLL spokeswoman Susan Olynik said nine qualified proposals were received by consulting firm Deloitte. Members of the Crown corporation’s senior executive will make the final selection, which must then be approved MLL’s board, Olynik said.
